No Panchayat Secretary or Junior Panchayat Secretary notification appears in the TGPSC notification list, and the Panchayat Raj department's own portal carries no recruitment notice. The last actual recruitment to this post was notified in 2018. If you have been told an application is open, check the two official sources linked below before paying any fee.

In May 2026 the Panchayat Raj department stated how many Panchayat Secretary posts were vacant: 1,213, across the state’s 12,760 gram panchayats, with Nalgonda (85), Kumram Bheem Asifabad (78), Kamareddy (68) and Jangaon (64) carrying the largest shortfalls and Sangareddy (12), Hanumakonda (14), Warangal (14) and Mancherial (14) the smallest. That statement is a count of empty chairs. It names no recruiting agency, no eligibility, no exam pattern and no timetable, because none had been decided.

Treat “1,213 posts notification out” as unverified

Several coaching and job-alert sites have republished the May 2026 vacancy count as though a recruitment notification had been issued for those posts. No official source says that. Until a notification appears on an official portal with a notification number, a closing date and a fee, there is nothing to apply for — and a page telling you otherwise is guessing.

What Telangana Panchayat Secretary is, and who it suits

A Panchayat Secretary works at the base of the state’s administrative structure. The role covers maintaining the panchayat’s records and accounts, convening and recording its meetings, implementing rural development and welfare schemes, issuing certificates within the panchayat’s competence, and acting as the point of contact between the elected body and the block and district administration.

The examination reflects that work. Alongside the general studies material common to every state recruitment, it examines the panchayat raj system specifically — the constitutional provisions that created it, the three-tier structure, the powers and functions of each tier, the state’s own panchayat legislation, and the rural development and welfare schemes a secretary would administer. That component is the part general competitive preparation does not cover.

What the post involves in practice

  • Records and accounts of the gram panchayat — registers, receipts, budget and audit compliance, which is why accounts and record-keeping questions appear in the paper.
  • Scheme implementation — rural employment, housing, sanitation, drinking water and welfare programmes at village level.
  • Meetings of the elected body — convening the gram sabha and the panchayat, recording resolutions and following them up.
  • The link to higher administration — reporting to the mandal and district levels, which is why the administrative structure of the state is examinable.

Anything written in general terms about "the Panchayat Secretary exam" — including this page — is background. Three details that shaped how the 2018 paper had to be answered

  • Negative marking of one-quarter mark — a wrong answer cost 0.25, so blind guessing across a 200-question total was expensive rather than free.
  • Papers set in Telugu, English and Urdu — the medium was the candidate’s to choose, which mattered most for the Act and scheme terminology in Paper II.
  • Selection on written marks alone — no interview and no weightage from anywhere else. The vacancies were district-specific, so a candidate competed within a district rather than statewide.

Paper II is the one worth studying even now, because it is the only place any Telangana recruitment has examined panchayat administration as a subject in itself: the Panchayat Raj Act, the evolution of panchayat raj including the constitutional amendments and the committee reports behind them, the duties of a Panchayat Secretary, rural sociology, the flagship rural development schemes, the rural economy of Telangana, community-based organisations and self-help groups, and the revenue, expenditure and scheme-fund accounting a panchayat runs on.
