  • The state panchayat raj act and rules — the primary source for the duties, powers and finances the paper examines.
  • The constitutional provisions on local government — read directly — the schedule of subjects, reservation, the state election and finance commissions.
  • Scheme guidelines — the official documents for the major rural development and welfare programmes, read for entitlements and implementing authorities.
  • The department’s own reports — for the state’s rural development priorities and recent programmes.

For the general studies half

  • Telangana state board textbooks — state history, geography and civics at the examined level.
  • One polity reference — shared with every other state recruitment.
  • A daily current-affairs note — national and Telangana together, in your own words.
  • Reasoning and arithmetic practice sets — for the general abilities section.

Read the act, not a summary of the act

The panchayat raj component of this paper is set on legislation that is short, written in plain administrative language and freely available. A guide that paraphrases it is working from the same source with the wording removed — and the wording is what questions about powers, duties and competent authorities turn on. An afternoon spent with the act itself is worth more than a chapter about it.

  • The 73rd Amendment text and the schedule of subjects — short, precise and heavily examined. Read the provisions themselves rather than a summary of them.
  • The state panchayat raj legislation — for the tiers, the functions, the secretary’s own position, and the meeting and record requirements. This is the law of the job.
  • Programme guidelines for the major rural schemes — from the delivering ministry or department. Guidelines state eligibility, entitlement and process exactly; guides paraphrase them and lose the detail the paper asks for.
