Yes. APPSC papers are set in Telugu and English, and the free mock tests on this page carry both versions, so you can practise in the medium you will actually write in.
The reading overlaps a great deal — history, polity, economy, geography, science and Andhra Pradesh state-specific topics. The difference is the descriptive Mains in Group 1: the same ground, answered in prose against a clock, which needs writing practice rather than more reading. Check the Group 1 page for the stages that follow it, because those vary between commissions.
