Uttar Pradesh Departmental Examinations

Uttar Pradesh’s departmental examinations are of two kinds. The older is the revenue services’ examination — the papers a probationary deputy collector, tehsildar or naib tehsildar must pass to be confirmed and, for a tehsildar, to be eligible for promotion — held by the Public Service Commission under the Departmental Examination Rules inherited from the United Provinces, which provide for sittings twice a year in April and October on dates the commission fixes. The service rules make a pass a condition of confirmation, and the discipline rules make the withholding of an increment for failing it something less than a penalty.

The newer kind is the police board’s. The Police Recruitment and Promotion Board conducts the departmental examinations by which the police’s clerical, motor transport and computer cadres are promoted — a typing test and a 100-mark written paper for Group D staff becoming assistant sub-inspectors of the clerical cadre, a technical paper and skill test for constable drivers becoming head constables of motor transport, a two-part paper for computer operators becoming programmers — and the qualifying runs that armed and mounted police sub-inspectors must pass to be promoted by seniority. Its 2025-26 cycles ran from September 2025 to August 2026 and are complete.

Checked 11 September 2026. No departmental examination is open. The police board’s cycles have concluded: the assistant sub-inspector clerical examination of selection year 2025 with its result of 17 June 2026, the head constable motor transport examination for 2020 to 2025 with its result of 7 August 2026 and a marks window from 14 to 23 August, the programmer examination of 12 January 2026, and the sub-inspectors’ run of November 2025; the board’s September notices concern home guard enrolment and the constable recruitment. The commission’s 2026 calendar carries no revenue departmental sitting, and the Board of Revenue’s site could not be reached. Promotions of head constables to sub-inspector in February 2026 were made by departmental promotion committee, not by examination.

Overview

What Uttar Pradesh Departmental Examinations is, and who it suits

The revenue framework is set out in the Allahabad High Court’s judgment of 11 May 2023 in Heera Lal v. State of Uttar Pradesh, a tehsildars’ confirmation case. Rule 3 of the Departmental Examination Rules provides for an examination twice a year, usually in April and October, on dates the Public Service Commission determines; the judgment records the commission’s sittings of September 2008, March 2010, January 2012, August 2014, September and October 2015 and June 2016, with results between five and nine months later, and the petitioners’ pass in all eight papers on 20 September 2019. The Subordinate Revenue Executive (Tehsildar) Service Rules of 1966 supply the consequences: two years’ probation under rule 12; extension by the Board of Revenue, less than a year at a time, and reversion to the post promoted from for a probationer who has not passed, under rule 13; the examination as the government determines it under rule 14; and confirmation under rule 15 only on a pass, a certificate of fitness and integrity from the divisional commissioner, and the appointing authority’s satisfaction. An unconfirmed tehsildar is not eligible for promotion to deputy collector under the Civil Service (Executive Branch) Rules of 1982, and confirmation dates from the pass, not from the end of probation.

The police board’s examinations are quota routes written into the cadre rules. Twenty per cent of assistant sub-inspector clerical posts are filled by departmental examination from Group D staff under rule 6 of the 2015 clerical cadre rules; every head constable of motor transport is selected by departmental examination from constable and head constable drivers with five years’ service and a clean record under rule 5 of the 2015 motor transport rules; programmers of grade 2 come from computer operators of grade C under rule 19 of the 2011 computer staff rules. The board advertises each selection year’s posts, sets the papers and the pass marks, publishes the keys and the cut-offs, and adds a service-record score where the rules provide one.

The police board’s 2025-26 cycles

  • Assistant sub-inspector, clerical — 27 posts, selection year 2025 — a computer typing test on 17 February 2026 at Lucknow — Hindi 25 and English 30 words a minute over fifteen minutes at 85 per cent accuracy, no second chance — passed by 32 of 163; then an OMR paper of 100 questions in 75 minutes on 22 May at 35 per cent; result 17 June 2026: 27 selected, cut-off 76.53.
  • Head constable, motor transport — 176 posts, 2020 to 2025 — a written test on 5 October 2025 at Lucknow University — general knowledge and intelligence 25 and technical knowledge 90 questions at half a mark, 70 in all, 35 to pass — sat by 3,950 and passed by 2,781; a practical skill test of 50 from 28 April to 11 May 2026 at 25 to pass, passed by 2,541; a service-record score of 30; result 7 August 2026 with year-wise cut-offs from 78.13 to 85.26.
  • Programmer grade 2 — 56 posts, 2023-24 — two papers of 100 on information technology and programming at 40 per cent and a service record of 50; examined 12 January 2026 with one eligible candidate.
  • Sub-inspectors, armed and mounted police — promotion by seniority subject to a qualifying run of 3.2 km in 35 minutes on 27 November 2025 at the 35th battalion, no second chance; and a driving skill test for constables becoming drivers, notified 30 June 2026.

What could not be read

The Board of Revenue’s site was unreachable at the date checked, and the revenue examination’s paper list, its with-books and without-books rules, its pass marks and the number of chances are not in any document read; the eight papers of the 2019 sitting are known only from the judgment. No revenue sitting appears on the commission’s 2026 calendar. The secretariat’s departmental examinations, the Hindi and financial handbook examinations for officers and the computer-concept requirement are governed by government orders that the orders portal serves only to a browser, and none was retrieved.

The revenue examination’s papers

The Departmental Examination Rules leave the papers to the government’s determination, and the judgment of 2023 records eight papers in the 2019 sitting without naming them. The rules provide for sittings twice a year in April and October in principle; the commission’s recorded sittings ran at irregular intervals from 2008 to 2016 with results months later. The with-books and without-books rules, pass marks and chances could not be read at the date checked.

Is there a departmental examination for head constables to become sub-inspectors?

Not one that could be found for 2025-26. The board’s promotion notices for the sub-inspector cadre in this period are qualifying runs for the armed and mounted police, and the promotion of 384 head constables to sub-inspector in February 2026 was reported as made by departmental promotion committee. The sub-inspector recruitment examination itself is open competition.
