APPSC Group 3 — How to prepare

A plan in four phases

  1. Phase one — the framework The 73rd Amendment, the Andhra Pradesh Panchayat Raj Act, the three tiers and their functions, the gram sabha, the finance commissions. Read as law, with sections and articles, because that is how it is asked.
  2. Phase two — the schemes and the economy Every central and state rural development scheme with its purpose and its delivery mechanism; the rural economy of Andhra Pradesh — agriculture, land, credit, migration, infrastructure. One scheme file and one economy file, revised monthly.
  3. Phase three — general studies with the state layer The APPSC general studies syllabus at degree standard, with the state’s geography, history, economy and the bifurcation built in rather than added on. The mental ability section drilled separately.
  4. Phase four — papers under the clock Weekly two-paper mocks with the penalty applied, monthly screening-format papers, and the 2016 official paper worked at the start and again at the end.

What the last cycle taught

  • Appointment is district-wise — the ranking list is drawn up per district and a candidate competes for the posts of their own district. Kadapa had no vacancies in 2018; a Kadapa-local candidate had nothing to apply for.
  • The screening is not a different examination — candidates who prepared the mains found the screening a shorter version of it. Those who prepared "for the screening" prepared for it twice.
  • The results took time — notification in December 2018, screening in April 2019, mains in August 2019, results in February 2020. Fourteen months from notification to result.
  • Paper 2 decided the merit list — general studies scores clustered; rural development scores spread. The candidates who separated themselves did so on the paper about the job.
