APPSC Group 3 — Reading previous papers properly

The official question-paper archive contains the Panchayat Secretary screening test of Notification No. 29/2016 — 150 questions across general studies and rural development — and nothing else for Group 3. The 2019 screening and mains papers were not published. One paper is a thin archive, but it is the only official evidence of how the commission phrases its rural development questions, and every candidate for this recruitment should work it more than once.

How to use one paper well

  • Work it once cold, to time, with the penalty — 150 questions in 150 minutes, a third of a mark off per wrong answer. The score is your baseline.
  • Classify every Part B question by syllabus heading — panchayat raj law, schemes, rural economy, local-body finance, the secretary’s duties. The distribution tells you where the commission puts its marks.
  • Rewrite each question as a topic to revise — a question about a scheme is a prompt to know every scheme; a question about a section of the Act is a prompt to know the Act. One paper becomes a syllabus map.
  • Return to it after three months — a second attempt, scored against the first, is the only measure of progress that uses the commission’s own questions.

Supplement with the other APPSC general studies papers

Paper 1 is the general studies and mental ability paper the commission sets for every group, and the archive holds it for several Group 1 cycles and the 2016 Group 2 screening test. Those are set at a harder standard than Group 3 but by the same commission under the same marking rule, and they are the right practice for the half of the examination that is not about rural development.
