APPSC Group 3 — Study material for this exam

A reading list by paper. Paper 2 has no textbook; it has primary sources.
PaperTopicWhat to work from
Paper 1General studiesThe standard degree-level texts for history, polity, geography, economy and science, and a current affairs digest kept weekly.
Paper 1Andhra Pradesh layerThe state’s history, geography, economy and administration, and the Reorganisation Act and its implications, from the state government’s own publications.
Paper 1Mental abilityA reasoning and data interpretation question bank. Volume over source.
Paper 2Panchayat raj lawThe text of the 73rd Amendment and of the Andhra Pradesh Panchayat Raj Act, read with a summary of the functions devolved to each tier and the finance commission provisions.
Paper 2Rural development schemesThe scheme guidelines published by the central rural development ministry and the state Panchayat Raj and Rural Development department. Build a one-page entry per scheme.
Paper 2Rural economy of Andhra PradeshThe state’s socio-economic survey and agriculture statistics, for the facts the paper asks — crops, irrigation, credit, employment, migration.
Paper 2Local-body administration and financeThe Panchayat Raj department’s manuals on accounts, audit and registers, and the roles and responsibilities of the Panchayat Secretary as the department describes them.

Write the secretary’s job description yourself

The syllabus names the roles and responsibilities of the Panchayat Secretary as examined content. The best preparation is to compile them from the Act and the department’s own material into a single document — records, accounts, meetings, certificates, scheme implementation, reporting lines — and to revise it as a topic. It is the one part of the syllabus that is literally about the post, and the questions on it are the most predictable in the paper.
