Andhra Pradesh Panchayat Secretary — What the syllabus covers

The commission’s Group 3 syllabus — Paper 2
Panchayat raj and its constitutional basis; the Andhra Pradesh Panchayat Raj Act; the three tiers and their functions and finances; rural development schemes of the centre and the state; the rural economy and rural problems of Andhra Pradesh; community-based organisations and self-help groups; the revenue and expenditure management of local bodies; and the roles and responsibilities of the Panchayat Secretary. The commission’s Group 3 syllabus — Paper 1
The general studies and mental ability paper common to APPSC recruitments, at degree standard, including the geography, economy and bifurcation of Andhra Pradesh.
Accounts Test for Local Body Employees, Papers I and II
The departmental test Grade-V secretaries must pass during probation: the accounts, audit, budget and financial rules of local bodies. Conducted by the commission in its departmental test sessions, with the paper set on the rules themselves and bare Acts permitted in the hall for the with-books papers.
Computer proficiency test
Proficiency in office automation — multiple-choice questions and practical tasks in word processing, spreadsheets and presentations, including typing speed. Conducted by the commission in separate CPT sessions, and sat by Grade-V secretaries as a departmental test.
