The syllabus reads as a general studies list with a Telangana layer running through it. That layer is not decoration: it is where the marks that separate candidates sit.

TGPSC Group 1 — What the syllabus covers

Prelims — General Studies and Mental Ability
Current affairs of regional, national and international significance; general science and everyday science, with developments in science and technology; environmental issues and disaster management; world geography, Indian geography and the geography of Telangana; Indian history and the national movement; Indian society, the Constitution, polity and governance; the Indian economy and development; the Telangana movement and state formation; logical reasoning, analytical ability and data interpretation.
Mains — General Essay
Essays on themes drawn from public affairs, social questions, economic policy and Telangana-specific topics. Marked on structure, evidence and balance rather than on length. This paper rewards a candidate who has practised planning an essay in five minutes and then holding to that plan.
Mains — History, Culture and Geography
Indian history and culture with weight on the modern period and the national movement; the history and cultural heritage of Telangana; and the physical, economic and social geography of India and of the state. Telangana’s dynasties, monuments, literature, crafts, festivals and language politics are examined at a level of detail general Indian-history material does not reach.
Mains — Indian Society, Constitution and Governance
The structure of Indian society, social issues and welfare policy; the Constitution, its features, the distribution of powers and the constitutional bodies; governance, public administration, accountability and rights issues; and the equivalent questions as they arise in Telangana.
Mains — Economy and Development
The Indian economy, planning and public finance, agriculture and industry, and the economy of Telangana specifically — its resources, irrigation, power, agriculture, industrial policy and the state’s own development programmes.
Mains — Science, Technology and Data Interpretation
The role of science and technology in development, applications in agriculture, health, energy, environment and communication, current developments, and a data interpretation and problem-solving component that is closer to arithmetic reasoning than to a science paper.
Mains — Telangana Movement and State Formation
The whole arc: Hyderabad state under the Nizam and the Telangana armed struggle, the 1956 merger and the Gentlemen’s Agreement, the 1969 agitation, the Six-Point Formula and its working, the revival of the movement from the 1990s, the political and cultural mobilisation of the 2000s, and the formation of the state in 2014. Examined as a subject with its own periodisation, actors, documents and disputes.
Mains — Qualifying language paper
A qualifying paper in the language prescribed by the notification, testing comprehension, précis, translation and composition. It carries no merit marks, and it does end candidacies — because it is the paper candidates prepare for last.

Two syllabus lines deserve to be read as instructions rather than as topics. "Telangana movement and state formation" means a full paper of narrative history with dates, agreements and named figures. "Data interpretation and problem solving" means arithmetic under time pressure inside a science paper, which is where science graduates often lose marks they assumed were safe.

The same subject is examined twice at two different depths. The prelims asks whether you know the fact; the mains asks what you can build with it.

Reading the syllabus with that column split in mind changes what study looks like. A candidate who prepares only the left-hand column can clear the prelims and still write an unmarkable mains, because the mains never asks for the fact on its own — it asks for the fact deployed inside an argument, with a second fact supporting it. The practical test for whether a topic is ready is not whether you can recall it but whether you can write two hundred words on it without notes.

The syllabus lines candidates consistently under-read

  • Disaster management — listed inside the environment line and treated as an afterthought. It is a small, closed, highly examinable body of material — the institutional structure, the phases of the cycle and the state-level machinery.
  • Data interpretation inside the science paper — not a science topic at all. Tables, ratios and percentage change under time pressure, sitting inside a paper that arts graduates already fear and science graduates assume is safe.
  • The social-issues half of society — caste, gender, tribal questions, migration and welfare policy, examined with the state as the subject rather than the nation.
  • The qualifying language paper — comprehension, précis, translation and composition. It carries no merit marks and it ends candidacies, because it is the paper nobody schedules practice for.
