APPSC Group 4 — How the paper is structured

What each stage contributes.
StageFormatCounts towards merit?What it decides

The consequence is a planning rule with two halves. The written examination is the whole of the rank, so both papers deserve equal weight. The proficiency test adds nothing to the rank but removes candidates from it, so it deserves enough practice to pass comfortably and no more.

Rules worth reading twice

  • The penalty is a third of the question’s marks — not a quarter, as in several other state commissions. On a paper of one-mark questions, three wrong answers cancel one right one.
  • Qualifying marks are on the aggregate — not per paper, so a weak language paper can be carried by a strong general studies paper — unlike the police recruitment, where each paper stands alone.
  • The typing-speed component may be made mandatory — the proficiency test syllabus says so in terms. Treat it as mandatory when preparing.
  • The District Collector is the unit of appointment — the ranking list is forwarded district-wise and selection is by a district committee, so local status governs which list you are on.

Confirm the structure against your own notification

APPSC revises paper structure, marks, syllabus detail and eligibility between recruitment cycles, and has done so more than once in recent years. Everything here describes the shape the recruitment has held; the notification for the cycle you are sitting is the document that decides it. Read it end to end before you plan around any figure.
