- Current affairs of regional, national and international importance; international relations and events; general science, everyday science and developments in science and technology; environmental issues and disaster management; world, Indian and Telangana geography; Indian history and the national movement; the history and cultural heritage of Telangana; society, the Constitution, polity and governance; the Indian economy and the economy of Telangana; policies of the Telangana state; and the Telangana movement and state formation.
- Paper II — Secretarial Abilities: mental ability
- Verbal and non-verbal reasoning, series, analogies, coding and decoding, classification, blood relations, direction sense, arrangements, syllogism and analytical puzzles. Answered at speed rather than solved at leisure.
- Paper II — Secretarial Abilities: numerical and arithmetical
- Number systems, fundamental operations, percentage, ratio and proportion, average, profit and loss, interest, time and work, time and distance, and interpretation of simple tables and graphs. School-level arithmetic, examined for accuracy under a clock.
- Paper II — Secretarial Abilities: comprehension and communication
- Reading comprehension, rearrangement of sentences into a coherent passage, correction of sentences, vocabulary and usage. The section closest to the work the post actually involves — reading a file and writing a clear note.
- Paper II — Secretarial Abilities: computer knowledge
- Basic hardware and software concepts, operating systems, word processing and spreadsheets, the internet and email, and elementary data handling. A small, closed syllabus that can be learned completely in a few weeks.
Notice the asymmetry. Paper I is an open syllabus where more study always leaves something uncovered. Paper II is a closed one where a candidate who drills it can approach full marks. In a recruitment decided by a cutoff a mark or two wide, the closed paper is where the decision is made.
State policies and the movement are examinable
The Group 4 general studies syllabus names Telangana’s own policies and the statehood movement explicitly. These are examined at a level national material does not reach, and they recur every cycle. Treat them as a named subject rather than as background reading.
The reason this paper decides Group 4 results is that it is the only one on which candidates differ predictably. General studies rewards months of accumulation and most serious candidates arrive with a similar stock of it. Secretarial abilities rewards a skill almost nobody practises, which means the marks are available to whoever puts in the fifteen minutes a day that the general studies paper cannot absorb anyway.
